LILLE, France -- Slovakia took a huge step towards the Round of 16 with a 2-1 win that leave Russia teetering onthe brink of elimination. Though after a flare was lit in the Russian end, it may be a moot point given the actionsof UEFA's Disciplinary Committee, which gave them a"suspended disqualification"after the trouble in Marseille's Stade Velodrome.It was a single flare and there was no other disturbance inside the ground but given the circumstances, it's an extraworry for Russia boss Leonid Slutsky. That said, Slutsky himself (as he had done in Marseille) refused to talk aboutit despite repeated questions from the assembled media."I was totally concentrated on the game and was only looking at the pitch," he said afterwards. Having lost their opener and with England coming up next, Slovakia likely needed three points on Wednesday. There would be opportunities to soak up pressure and for Oleg Shatov to find space. But the Slovak midfield, led byMarek Hamsik and Juraj Kucka, had other plans. They heldtheir shape, opting for balls into space for the darting Ondrej Duda and Hamsik's trademark long-range
 ballistics. Physically, they also more than matched the opposition.
Kucka won the ball after 10 minutes to set up Duda, whoslipped it to Hamsik, only for his booming strike to sail over the crossbar. Meanwhile, Slutsky was opting to go route one: Artem Dzyuba, to be fair, was proving a handful for Martin Skrtel and Jan Durica but the support was lacking. When Dzyuba tried things himself, you were reminded that close control in tight spaces isn't his forte.Slovakia pulled ahead in the 32nd minute, and it owed a lot to Hamsik. The Napoli midfielder received a square pass deep in his own half from Skrtel and in one fluid motion, he turned, looked up and uncorked a 50-yard, left-foot drive into space. Vladimir Weiss, who had begun his run just before Hamsik struck the ball, collected it mid-stride, veered into the box and cut on a dime, leaving Roman Neustadter and Vasily Berezutsky, the only defenders separating him from Igor Akinfeev's goal, desperately heading the wrong way. At that point, Weiss coolly slotted the ball into the back of the Russian net."To that point, it was all so tight and so tense, there wasno space in which to play for either side," said Slovakia boss Jan Kozak afterwards. "We were only going to breakthe ice through an individual bit of genius and we got thatfrom Hamsik and Weiss. Swiss lack unityThe big news before the match was not especially good news for the Swiss: Xherdan Shaqiri made a poorly timedpronouncement about his loyalties. He affirmed that he would consider leaving the Swiss side for Kosovo, newly recognized by UEFA and the country of his birth, were heoffered the captaincy. "Of course, I am thinking about it then," he said. Shaqiri is perhaps rightly disappointed to have been overlooked for the Swiss lead in favor of Stephan Lichtsteiner, but there had been a general sense that any further conversations about his future would waituntil the end of Euro. Apparently not.Perhaps it's just football and its vagaries, but the Swiss certainly seemed like a team torn in two against Romania,struggling to a 1-1 draw that would have been forgettable if it weren't so unexpected. A reported 70 percent of Romanians tuned in to watch their nation's return to Euro, which seems like an incredible number, but they aren't a hard team to like. He had no chance on the penalty, but later in the game he made a good diving stop on a long, swerving free kick. He's undercontract with Borussia Monchengladbach, but Manchester City have reportedly been circling, and he's expressed openness to a transfer to the Premier League. Border guard killed in Pakistan-Afghanistan clashes

At least one Afghan border guardhas been killed in renewed clashes at a Pakistani-Afghan border crossing, according to an Afghan official.Wednesday's death was the third since Sunday night, when the violence erupted at the Torkham border crossing over the construction of a gate by Pakistanon allegedly disputed territory. More than two dozen border guards from both sides have beenwounded so far in the shootouts."When our people began construction work on the gate on Wednesday, Afghan forces again opened fire at our troops and construction workers," said a Pakistani security official who declined to be identified.He said Pakistan had retaliated with long-range artillery and mortars. Afghan officials, however, denied any fighting on Wednesday, but said an Afghan border guard waskilled and five were wounded overnight on Tuesday. It was not immediately clear if the officials were talking about the same incident.

Afghanistan-Pakistan border clashes kill two soldiers

The Pakistanis are saying they will continue building the gate and every time they start the construction, they come under fire,"he said."We are told that there are some talks going on in Islamabad between the Afghan ambassador and the Pakistani military. Pakistani province allocates $2m for transgender people

The funds came after a spate of attacks against transgenders in the province [File: Rahat Dar/EPA]A Pakistani province has allocatednearly $2m for transgenders after a series of violent attacks, and officials say the money will beused to provide training and support for the vulnerable community.The funds were announced this week in budget plans for Pakistan's northwestern Khyber Pakhtunkhwa province."The main purpose is to make them contributory members of the society while earning a livelihood for themselves," provincial finance minister Muzaffar Sayed told the AFP news agency on Wednesday.He said the government would also provide them with loans."We want them to have alternate sources of income, we will also financially support them in establishing small businesses," he said.

 Pakistani LGBT community's fight for rightsWhile Mushtaq Ghani, provincial minister for information, said transgenders will soon get free healthcare as well as separate rooms in hospitals.The plan also includes free vocational training, skills development and textbooks, and will secure employment opportunities in the future, Ghani added.Such vocational centres for transgenders are already functionalin Pakistan's central Punjab and southern Sindh provinces, but it would be the first of its kind in Khyber Pakhtunkhwa.Recent attacksThe move came after a spate of recent attacks against transgendersin the province, culminating in lastmonth's killing of an activist known as Alesha. Hundreds of transgenders later rallied in Peshawar and demandedprotection."At least 45 transgenders have so far been killed in the past twoyears," said Farzana Jan, president of the "Shemale" association in Khyber Pakhtunkhwa, adding that up to 50,000 transgenders live in the province.In conservative Muslim Pakistan, where sexual relations outside marriage are taboo and homosexuality is illegal, transgender dancers and musiciansoften perform at weddings and birth celebrations. By now you have probably seen or heard some variation of this quote in news reports about the massacre.Lately, the term mental illness has come up a lot when we talk about mass shootings. For many, words such as "bipolar" have become almost synonymous with violent and unpredictable. It's human to look for reasons, to find any cause that could explain senseless or atrocious acts. But blaming "mental illness" is a dangerous precedent that moves the conversation in the wrong direction.The fact is, we cannot know yet why Mateen took his disastrous course; the reasons are likely complex, and we are in no position to hazard a guess, much less diagnose from afar.As psychiatrists, it scares us whenever we read the words bipolar in relation to mass shootings. It increases the stigma against an already vulnerable population without addressing any attributable cause.Those with a psychiatric diagnosis are actually more likely to be victims of violenceor suicide, not to be perpetrators in acts of violence.Mental illness is a broad term, one that can mean a lot of things to a lot of people. It doesn't really help us understand a person's state of mind, and it does not always correlate to an actual psychiatric diagnosis.The term "bipolar" has become a colloquialism. It has come to mean someone whois irritable, has frequent mood swings, outbursts of rage, lacks restraint. Urban Dictionary offers this definition -- "(d)escribes one who has bipolar disorder. This disorder causes the person to have mood swings frequently, usually triggered by something small."But that's not bipolar disorder. Bipolar disorder is not outbursts of anger. In fact, when someone has daily mood swings from minute to minute with trivial triggers, bipolar disorder is a pretty unlikely diagnosis.Bipolar disorder occurs in 2.6% of the population, according to the National Institutes of Mental Health, and is characterized by distinct episodes of depression,distinct episodes of mania or hypomania, and distinct episodes of normal mood, oreuthymia.It is not a set of pervasive characteristics that a person displays daily throughout his or her life. It is an illness, separate and distinct from the person, which has no bearing on his or her character and is not related to personality traits. This isan important distinction to make, particularly when we look at risk factors for violence.So what do we have to explain a level of hostility and anger that would lead to mass violence? Again, we can't judge Mateen's particular case. Our objective here is not to diagnose but to explain the differences in disorders.We do know, in general, that when we look at the risks for violence, a history ofviolence, substance abuse and personality disorders represent known risks. Antisocialpersonality disorder in particular commonly presents with aggression, anger, irritability, deceitfulness, hostility and lack of empathy for others.In fact, most times what the public calls bipolar disorder or generalizes to be"mental illness" could actually qualify as antisocial personality disorder or some variant. Those people know the difference between right and wrong and may feel no remorse for their actions.Other risk factors such as ease of access to firearms and other weapons as well as excessive alcohol use are also strongly associated with multiple types of violence.The prevalence of firearm ownership has a significant association with the incidenceof mass killings with firearms.In the aftermath of a mass shooting, people call for change, and many times thatchange is propositioned as an increase in mental health funding. We in fact do need more mental health funding for those with psychiatric illnesses because they are underserved and underfunded.Lacking access to care, they frequently die from self-harm and chronic physical illnesses, including heart disease, stroke and diabetes.That is why, even as this terrible attack recedes, we must continue the conversationabout the cause and prevention of mass shootings, and about gun violence and thelives lost. And we must continue to talk about mental health disparities and the need for treatment to save the lives of those who are victim to a different kind of injustice.But what we must not do is scapegoat an already vulnerable population to shift the conversation away from other factors -- such as improved regulation of firearms -- that we can change.Read CNNOpinion's Flipboard magazine.

Disney gator attack: 2-year-old boy found dead

The 2-year-old boy who witnesses said was pulled by an alligator into a lagoon near a Walt Disney World hotel has been found dead by the Orange County diveteam, Sheriff Jerry Demings said at a Wednesday news conference.The body of the boy, Lane Graves, was found intact about 1:45 p.m., not far from where the boy was grabbed Tuesday night, Demings said. His body had onlya few puncture wounds, according to a source familiar with the investigation.He likely drowned, Demings said."Of course, the autopsy has to confirm that, but there is likely no question in mymind that the child was drowned by the alligator," Demings said.Demings said the body was found in 6 feet of murky water perhaps 10 to 15 yards from where the boy was attacked.The boy's parents, who are from Elkhorn, Nebraska, were identified as Matt and Melissa Graves.Matt Graves is the chief data officer at Omaha Infogroup, a company that provides technology solutions, CNN affiliate KETV reported.Demings said the Graves were distraught yet relieved that this was not a protracted search.He said he brought a priest with him when breaking the news to the parents, whoare Catholic.Florida Fish and Wildlife Conservation Commission Executive Director Nick Wiley said the alligator may have already been caught, but that has not yet been confirmed.We're going to make certain that we have the alligator that was involved, and that we remove it from the lake," he said.Forensics teams will try to determine whether one of the alligators already taken from the lake is the one that dragged off the boy. If not, the search for alligators in the lake will continue.The boy's family was at a movie night outdoors at the Grand Floridian resort when around 9 p.m. the boy waded into about a foot of water in a lagoon, authorities have said. Witnesses, including the boy's horrified parents, tried to save him. His father jumped in and tried to pry the gator's mouth open. His mother jumped in, too.But it was too late. The child was dragged underwater in the Seven Seas Lagoon,witnesses told authorities. The lagoon is connected to a series of canals that feed into large bodies of water, Wiley said earlier.The Reedy Creek emergency services call center first received a report about the attack at 9:16 p.m.A search began for the boy immediately, with boats from Disney searching along with law enforcement.By midmorning Wednesday, Disney had closed all beaches in its resort area "out of an abundance of caution" after the attack, a Disney representative said.Wiley said the child was on the edge of the lagoon when the alligator attacked, according to the boy's family. He cautioned that the investigation is still in an early stage and officials need to interview at least two other families who may have witnessed the attack.Demings specifically said the child was "wading ... along the lake's edge at the time that the alligator attacked."Parents rush into water to save sonThe father suffered minor scratches on his hand trying to save his son.Demings said there is no record of similar incidents in the area.A handful of people witnessed the attack and supplied police with information. Witnesses said the family was on the beach, and the boy's sister was in a playpen about 20 to 30 yards from the water, according to Demings. The toddler was nearby, wading in the water.There are "No Swimming" signs at the lagoon, and no one but the child was in the water at the time of the attack, Demings said.Declan Salcido, who was vacationing at the resort with relatives from San Jose, California, said the "No Swimming" signs are visible "from any vantage point."The lagoon is not for recreational swimming."This is Florida, and it's not uncommon for alligators to be in bodies of water," Demings said.A sign at a pond at the nearby Shades of Green resort says: "Florida is a natural wildlife habitat. Do not feed or go near the alligators."

He doesn't knowwhat he's started."But, with just over a week to referendum day, the German pressare happy to lay bare their version of how it could finish.A Brexit, Spiegel predicts, would be "a threefold catastrophe: badfor Germany, bad for Britain and cataclysmic for Europe."The newspaper Die Zeit envisages a doomsday Brexit scenario. Panic at the London stock exchange, a scramble among Europe's leaders to maintain a united front, a party for Marine le Pen and independence for Scotland. Great Britain, the newspaper predicts, will be flying blind.Europe is jittery. For the first time, yields on 10-year German government bonds have fallen below zero.And the real possibility that Britain may vote leave has generateda palpable sense of alarm in Berlin.Which explains Angela Merkel's recent intervention in the referendum debate.She and her advisors have been wary of doing so; they are keenly aware that British voters and commentators could (and some did) interpret any public comment as interference. And theydon't wish to unwittingly boost the Leave campaign.Mrs Merkel's language was careful and muted. Her short statement carefully timed and co-ordinated with Downing Street. But it contained a stark warning; if Britain opts out, it will loseits bargaining power with the EU.Her finance minister was less diplomatic."Out is out,"said Wolfgang Schauble.A Britain outside the EU could forget access to the single market, he said, ruling out the kind of trading relationship held byNorway or Switzerland."That won't work," he said. "It would require the country to abideby the rules of a club from which it currently wants to withdraw."Far less well publicised was what a senior German CDU MP told Der Spiegel.Juergen Hardt, the party's foreign policy spokesman, offered an intriguing glimpse into how Berlin may be preparing for Brexit.If the UK votes to leave, Mr Hardt said, then the EU should gauge possible action to prevent a British exit from becoming a reality. Brussels shouldn't close the door right away.One way or another, Germany wants to keep Britain close.Why?There are the obvious reasons; within Europe, Britain is a powerful economic and political ally for Germany. Without Britain,some here worry that Germany will be perceived as too big, too dominant within the union.The two countries are important to each other commercially; the UK is Germany's fifth most important trading partner.Take the car industry: last year Germany sold 810,000 cars to the UK - around a fifth of the total number it exports worldwide.And German companies manufactured 216,000 cars in the UK, according to the head of the German car makers' association.Matthias Wissman has repeatedly warned of the negative impact aBrexit would have on the entire industry.And there is a wider concern in Berlin. As one senior MP put it: "Brexit would be a catastrophic and disastrous message to therest of the world that Europe doesn't work and can't stick together."Merkel's futureAs one commentator put it, part of the reason Angela Merkel supported David Cameron's efforts to renegotiate a relationship with the EU is that she does not want to go down in history asthe German chancellor under whom Europe fell apart.Angela Merkel makes no secret of her commitment to the European project.The degree to which a Brexit might encourage other countries to follow suit is difficult to quantify.But it is clear that populism and anti-EU sentiment are changingEurope's political landscape - fuelled in part by the refugee crisis.Last month, a YouGov poll revealed that, in the event of a referendum here,nearly one in three Germans would vote to leavethe EU.That is surprising in a country where, it is often said, people identify as European first, German second.There is a general election in Germany next year.Angela Merkel has yet to announce whether she will stand but it's widely believed that she will.Her Christian Democrats are likely to lose votes to the party Alternativ Fuer Deutschland.It has positioned itself as anti-Islamic and wants more power fornational governments within Europe.There is a lot of stake for the Merkel administration.But there is another force driving those who want Britain to stay.As one commuter sitting in the sunshine outside Berlin's main railway station put it: "Great Britain is doing what they think isbest for them. I like the British, I like London. I'm sure the Britswill do the right thing."There is, among Germans, a genuine affection for Britain.As those Spiegel editors write: "Germany has always looked across the Channel with envy… (Brits) have an inner independence that we Germans lack."That affection was perhaps most in evidence here last summer during the Queen's visit to Berlin (the British Royal Family is hugely popular here) when German television went into royal overdrive and crowds turned out to greet the British monarch.During that visit, both the Queen and the German president appealed for European unity and made reference to World War Two through which they both lived."The European Union needs Britain," said Joachim Gauck."A united Europe, a strong European Union represents stability, peace and freedom for us all."It is a narrative which underpins discussions here because, fundamentally, for many Germans, that's still what the EU is allabout.At times there is frustration at the level of the debate in Britain.Boris Johnson's likening of the EU's aims to those of Hitler irritated many Germans.And Iain Duncan Smith's claims that "the Germans" had, in effect, bullied David Cameron over his renegotiations infuriated the government.There is an acceptance here that Britain's perspective on the EU has always been markedly different.And there is a consensus that, without that perspective, Europe would be a poorer place.Chancellor Angela Merkel on the EU referendum:"Obviously, it is up to the citizens of the UK themselves how they wish to vote in the upcoming referendum. I've said repeatedlybefore that I personally would hope and wish for the UK to staypart and parcel of the EU.""We work well together with the UK particularly when we talk about new rules for the EU. We have to develop those together with the UK and whenever we negotiate that, you can much better have an influence on the debate when you sit at the bargaining table and you can give input to those negotiations andthe result will then invariably be better rather than being outside of the room.""It would not only be in our interest but it could also be in the interest of Britain when it can bring its whole political weight tothe negotiating table as part and parcel of the EU." Euro 2016: England fans in fresh clashes with police

Police in Marseille have deployed tear gas for a second evening to disperse England fans gathered ahead of the Euro 2016 football championships.Officers in riot gear clashed with fans who threw bottles at police in the streets of the Old Port district.BBC 5 live sports presenter George Riley said a group of England fans had appeared to be goading either the police or locals in the area.France won the opening match in the tournamentbeating Romania2-1.The fresh clashes in Marseille began outside a pub in the same area that had been affected by trouble on Thursday and continuedwell into the night.One England fan and one local man were arrested in the early hours of Friday after police had moved in with tear gas.George Riley said the group he had seen gathering on Friday evening appeared "quite menacing", which prompted the 5 live team to leave.BBC Newsnight producer Alex Campbell, who is also at the scene,tweeted: "Most England fans here are simply drunk and singing. But the glass bottles aimed at police are becoming more regular."He later added: "Police just took their moment to charge Englandfans, who have now been pushed back. Some into a side road."BBC Newsbeat presenter Ben Mundy said police had earlier told bars in the Old Port area to stop serving English fans beer because they were singing loudly.This had antagonised them and made them more aggressive, he said.Police injuredOn Thursday four French policemen were injured as they moved in on England fans, the news websiteFrance Bleu reported. Many of the fans had been drunk, it said.After the tear gas was released, the police restored calm to the area at about 02:30 local time.There had been no damage to local property, they said.English fans are in Marseille ahead of England's game with Russia on Saturday.

Peru elections: Keiko Fujimori concedes to Kuczynski

Enough already, 2016.Half way through the year, there's a theme: the death of larger-than-life stars. David Bowie, Prince, and now Muhammad Ali. How could these giants among usno longer be among us?We go to social media to mourn. We shake a collective fist at the unfairness of itall.Comedic actor Chris Rock summed it up when he tweeted a picture of Ali with Prince. "I wish this year would stop already it's just to much," he wrote.Death comes for us all, but when it is a beloved celebrity so recognizable, the grief takes on a different significance. Celebs are as deeply woven into our lives as those we can reach out and touch. They inspire us, entertain us, delight us andsometimes infuriate us.So far this year a number of accomplished artists from various fields have died: Hip hop lost rapper Phife Dawg. Hollywood lost actress and mental health advocate Patty Duke and Garry Shandling. The literary world said goodbye to Harper Lee and Pat Conroy.Music seems to have been especially hard hit.In addition to Bowie, Prince and Phife Dawg, other deaths include country star Merle Haggard; Grammy winning singer-songwriter Guy Clark; "Me and Mrs. Jones" soul singer Billy Paul; internationally acclaimed Congolese singer Papa Wemba; and record producer George Martin, also known as "the fifth Beatle."But none were as world famous or beloved as Muhammad Ali, who died Friday at age 74 after a long battle with Parkinson's disease.On Saturday, tributes to Ali flooded in. Muhammad Ali, the iconic three-time world heavyweight boxing champion who died Friday, had recently shunned the public spotlight he once seemed to revere.His last known appearance was at a Parkinson's fundraiser April 9 in Phoenix, according to the Arizona Republic.At the annual fundraising event for the Muhammad Ali Parkinson Center at Barrow Neurological Institute, one of the most recognizable faces on the planet was shielded in part by dark sunglasses, according to a photo posted by the newspaper.Ali had missed the gala the previous two years, the newspaper reported. On that April night, however, one of the most beloved athletes of all time would receive a final standing ovation.Ali's last battleOn Monday, the charismatic former boxer became ill with what family spokesman Bob Gunnell described as a respiratory issue.He was admitted to the HonorHealth Scottsdale Osborn Medical Center in Scottsdale in fair condition that night."We expected that to be the case," Gunnell told reporters Saturday. "You know, Muhammad has battled back many times. We expected it to happen this time."Ali also was hospitalized in January 2015 with a urinary tract infection. Donald Trump on Friday vociferously -- and repeatedly -- defended his claims that a judge overseeing a lawsuit against Trump University is biased because of his Mexican heritage, pushing back against criticism that his objections are racist.Trump, pressed by CNN's Jake Tapper more than 20 times on whether he was invoking racism in his attacks on the judge, continued to point to his plans to build a wall between the U.S. and Mexico and renegotiate trade agreements betweenthe two countries as justification and validation of his critiques.The presumptive GOP nominee said U.S. District Court Judge Gonzalo Curiel, a federal district judge in the Southern District of California, has made "rulings thatpeople can't even believe.""He's proud of his his heritage.
