Nigeria calls for unity against terrorism

Nigerian newspaper Premium Times reports that that country's President, Muhammadu Buhari, has called on world leaders to come together to confront terrorism.
A statement said Friday's attack had underscored the need for "all peace-loving nations of the world to intensify ongoing multilateral co-operation and collaborative actions aimed at bringing the scourge of international terrorism to a speedy end for the benefit of all nations".
Nigeria has been fighting a violent jihadist insurgency in the north of the country, led by Boko Haram, which pledged allegiance to Islamic State (IS) earlier this year.

I may work with D’banj – Don Jazzy

Leader of Nigeria’s high flying music crew, MAVIN’s Don Jazzy is one individual who has contributed in no small measure to the growth of the music industry in Nigeria. Over a year ago, the likes of Korede Bello, Reekado Banks and Dija were greenhorns in the industry until Don Dorobucci gave them the track to run their own races. Today, they have grown to become stars in their own right, thanks to Don Jazzy’s masterstroke.
In this interview, head of the Supreme Mavin Dynasty reveals the reason behind the forthcoming Mavin Access Concert, possibility of working with D’banj again, why he won’t release his own album anytime soon and other issues.
Why did it take you this long to put together a concert of this magnitude?
I have been planning things in my head but then, it’s now that we are going live. There is no point doing something when you don’t have content. I am a perfectionist, so, until I know that I have what it takes to do one, I won’t do it. I would have come out to say let’s organize a concert, but if you don’t have correct content there is no point doing one
Will D’banj be performing at this concert?
Right now I cannot categorically tell you whether he will call me to say: “Oh you are organizing a concert too? I will come o.”But right now, he is not billed to perform at the concert
Do you have plans to have international artistes at the concert?
No.
Will other artistes be performing aside from the Mavins?
It’s a Mavin concert .Obviously you will see other artistes perform. I have done collaborations with a lot of people. I have done collaborations with P-square, Timaya, Olamide and many more. It’s a Mavin’s and friends concert but more emphasis will be placed on the Mavins.
File: Don Jazzy, D’banj, Dr Sid  and others at a recent event.
You are known to be generous; don’t you think you need to work with a foundation to make it official?
I don’t trust some of these foundations. I think it’s just people looking for an opportunity to collect money. I don’t think I need to set up a foundation before I help people. I help people regardless of that. A lot of people have been telling me to set up a foundation. I might do that at a point to satisfy people. For now, it’s not a priority.
What does it take to work with you?
It is important you have the talent and the next thing is for you to locate me. Social media is the best place to find me. Follow me and I will follow you back. I won’t listen to the person’s song if I think that the person looks like a trouble maker. Some people might tell you they sent you a song and you now made it your own. Another issue is creating time for it.
Your label mates have been recording songs back to back, what is responsible for that?
We always record, we never stop recording.
When are we getting an album from Reekado Banks, Dija and Korede Bello?
If you ask them now, they will tell you they don’t want to. People drop albums and decline, it’s not good.
What is the secret of your success?
There is no secret, I just work hard
When are you going to release your own album?
I am not going to release an album. Right now, I know that I won’t be releasing an album.  I might consider it, may be if am given money but right now, I don’t see myself doing that.
Do you charge for collabos?
I have never charged for collabos. I am honored to actually be asked to do a collabo with an artiste. I think I have actually done collaborations with almost everyone that had asked for it
Does Don Jazzy have a girlfriend?
I don’t have a girlfriend.
When last were you in a relationship?
A year ago. I am on break now when it comes to a relationship.
When do you think the time will be right to tie the knots?
I might not even announce that I will be getting married. I don’t understand why you people think I will just come and announce that I will be getting married. I am not really that kind of person.
Why do you avoid the media?
It’s because I don’t know how to talk to you people.
Would you be collaborating with Dbanj any time soon ?
It is possible. We will do it when we both settle down and agree we want to do it. He is busy doing his own thing and I am also busy with my Korede , Reekado and Dija .We live in the same vicinity. By the time we sit down and plan it, we would create something. We would probably work again. As long as there is life, there is nothing impossible.
You interact with a lot of people on social media, how do you sieve the people you interact with?
Why should I sieve them? If they come correct, we will talk. If they don’t come correct, I move on. I have met a lot of people via the social media.
Would you be signing a rapper anytime soon?
Yes, I have signed a couple of them, but you are yet to meet them.
Would you be releasing your own single anytime soon?
I am not thinking of that now. I have people that need to succeed. I am happy developing people for now till death do me part. Already, I feel that I am singing too much.
Would you be signing more artistes?
Well, it depends on the ones that I see, but I need to push my present artistes to a certain level before signing new ones. I think they are really growing very fast. If I feel that they have gotten to certain level where they can be on their own, then I can sign on new artistes.
What happened to the signature Don Jazzy stick?
It’s at home. Change is constant. I hardly use it because one has to rebrand. You can’t be doing the same thing over and over again. You will see it at the concert.

Temporary reprieve for Saraki as Supreme Court halts CCT’s trial

By Ikechukwu Nnochiri
A
BUJA—Temporary reprieve came the way of the Senate President, Dr. Olubukola Saraki, yesterday, as the Supreme Court aborted bid by the Code of Conduct Tribunal, CCT, to begin    full blown hearing on the 13-count criminal charge preferred against him by the Federal Government.
In a ruling, yesterday, a five-man panel of justices of the apex court, led by Justice John Fabiyi, directed the CCT to ‘tarry awhile’ to enable it look into Saraki’s appeal.
It will be recalled that the Justice Danladi Umar-led tribunal had on November 5 declined to suspend hearing on the case.
Bukola Saraki
The tribunal, while refusing to hands-off the matter, gave the Federal Government the nod to call witnesses to testify against the Senate President on November 19.
Justice Umar anchored his decision on Section 305 (c) of the newly-enacted Administration of Criminal Justice Act, ACJA, 2015, which he said gave the tribunal powers to conclude the trial and pass sentence, but suspend execution until such a time the appeal before the higher court was considered and decided.
The decision infuriated Saraki’s lawyers who walked out on the tribunal, even as they accused the panel of engaging in “an act of rascality” by refusing to accord respect to judicial hierarchy.
CCT should halt proceedings until…
However, in its ruling, yesterday, the Supreme Court ordered the CCT to stay its proceedings to enable it look into legal issues raised before it by Saraki. Though government had at the tribunal opposed Saraki’s move to stay his trial, it, however, made a U-turn at the Supreme Court yesterday, saying it would not go ahead with the trial until the appeal was determined.
Prosecuting counsel, Mr. Rotimi Jacobs, SAN, entered an undertaking that “no unusual step will be taken by the Federal Government”, in relation to the charge against Saraki.
He, however, sought an accelerated hearing of the appeal, adding that the Federal Government had already filed a counter-affidavit where it adduced reasons Saraki should be allowed to face trial. He told the apex court that the 25-paragraph counter-affidavit was sworn to by one Samuel Adeyemi on November 10.
Rotimi said his decision to enter an undertaking on behalf of the Federal Government was to protect the validity of Section 306 of the ACJA, 2015, which he said forbids the granting of stay of proceedings in a criminal trial.
He argued that the essence of the section would be defeated should the apex court issue an express order directing the tribunal to stay its proceedings.
“I can give an undertaking not to proceed with the case before the tribunal, but for your lordships to grant stay is what I am concerned about. I am worried about what it will portend for the criminal justice system and for Nigeria”, Rotimi submitted.
Nevertheless, in their unanimous ruling, the Supreme Court judges gave both Saraki and the Federal Government seven days each to file and exchange their briefs of argument.
“In view of the fact that the learned counsel to the respondent has given an undertaking that no unusual step will be taken, it is imperative to state that all the parties, including the Code of Conduct Tribunal, should tarry a while to enable this court determine the appeal before it.
“In effect, further proceedings at the CCT should be stayed, pending the hearing of the appeal. Hearing date will be communicated to all the parties”, Justice Fabiyi ruled.
Prior to the ruling, Saraki had, through his team of eight Senior Advocates of Nigeria, led by  Mr. J. B. Daudu, challenged the competence of the 13-count charge and the jurisdiction of the CCT to entertain same.
He maintained that the CCT panel erred when it decided to go ahead with the trial, despite pendency of the appeal before the apex court. Saraki’s lawyer argued that the Justice Umar-led panel ought to have shown respect to the Supreme Court, being the highest court of the land.
He said: “The dignity and finality of the apex court must be preserved at all times to uphold the sanctity of the rule of law and avoid anarchy.”
Saraki sought the intervention of the Supreme Court after he failed to persuade a three-man panel of justices of the Court of Appeal in Abuja, to quash the criminal charge against him.
In his appeal marked  SC/852/2015, he prayed the apex court to invoke its powers and quash the 13-count criminal charge against him.
He wants the Supreme Court to  set aside the judgement of the appellate court which had on October 30, granted the Federal Government the nod to go ahead with his trial.
He applied for: “An order staying further proceedings in Charge No: CCT/ABJ/01/2015 between Federal Republic of Nigeria vs Dr. Olubukola Abubakar Saraki fixed for hearing on November 5 and 6, 2015 pending the determination of the appeal before the Supreme Court against the judgment of the Court of Appeal dated  October 30, 2015.”
Saraki’s grounds of appeal
In his seven grounds of appeal, Saraki, asked the apex court to overrule the appellate court, void all the steps that the Justice Danladi Umar-led tribunal had taken so far, as well as, quash the 13-count criminal charge against him.
He contended that the appellate court panel, led by Justice Moore Adumein, erred in law when it affirmed the competence of the proceedings of the CCT which sat on the appellant’s case with only two members against the three provided for in the provisions of Paragraph 15(1) of the Fifth Schedule to the 1999 Constitution.
Saraki’s lawyer, Daudu, also faulted the majority decision of the appeal court where it held that there was lacuna regarding the quorum of the tribunal.
He argued that the application of the Interpretation Act to hold that two out of three members of the tribunal could validly sit “is to circumvent and reduce the number prescribed by the Constitution for the due composition of the CCT”.
Similarly, Saraki faulted the majority decision of the appeal court where it held that the CCT was a court of limited criminal jurisdiction and that the charges were validly initiated by a Deputy Director in the Federal Ministry of Justice, Mr. M.S. Hassan, in the absence of a substantive Attorney-General of the Federation.
More so, he challenged the decision of the appeal court which held that Saraki had been properly served with the charges, at a time when his legal team only filed motion for conditional appearance before bench warrant was issued against him by the CCT.
Saraki’s lawyer further argued that the court of appeal erred in law for refusing to hold that the tribunal violated the order of the Federal High Court in Abuja which he said ordered the tribunal to appear before the court to show cause why its proceedings against Saraki should not be halted.
According to him, the appeal court erred in law when it held that the Administration of Criminal Justice Act 2015 was applicable to the proceeding of the tribunal.
The appellate court had in  two-to-one split decision on October 30, dismissed Saraki’s appeal against the ruling of the Justice Umar Danladi-led tribunal. Whereas the duo of Justices Adumein and Mohammed Mustapha dismissed Saraki’s appeal and ordered him to submit himself to the CCT for trial, another member of the panel, Justice Joseph Ekanem, held that the 13-count charge was incompetent, even as he discharged the accused person.
Saraki was in the  charge before the CCT, marked ABT/01/15 and dated September 11, 2015, alleged to have falsely declared his assets, contrary to the constitutionally requirement.
He was accused of deliberately manipulating the assets declaration form that he filed prior to his assumption of office as the Senate President, by making anticipatory declaration of assets, as well as, operated foreign bank account while in office as a public servant.
The offence was said to have been committed while Saraki held sway as governor of Kwara State.
He was also accused of breaching Section 2 of the  CCB and Tribunal Act, an offence punishable under section 23(2) of the Act and paragraph 9 of the said Fifth Schedule of the 1999 Constitution, as amended.

Opinion: Chinese economy develops along with evolution of Five-Year Plans

by Xinhua Writer Wang Haiqing
BEIJING, Nov. 13 (Xinhua) -- Over the past 60-plus years since China issued its first Five-Year Plan for socioeconomic development in 1953, the Chinese economy has evolved from a highly-centralized planned economy into a prosperous market economy with characteristics of socialism.
But even after the market started playing the fundamental role in the distribution of resources, the Chinese government did not scrap the macro-economic planning system.
As noted by many overseas observers, the strong vitality of China's Five-Year planning lies in the fact that the planning itself keeps in pace with the trend of the time.
China's current planning system is far more sophisticated than a mere collection of traditional planning tools. Instead, it is more attuned to China's socioeconomic reality and addresses the need of development more precisely than the old mode.
The primary focus of China's Five-Year Plan has shifted from making macro-economic arrangements to coordinating economic growth with social development.
For any clear-eyed observer, China's Five-Year Plans are now quite different from that in an age of a centrally planned economy, in the sense that the central government does not control all elements of productivity. On the contrary, the central government is taking measures to encourage the private sector to play a bigger role.
The success of the Chinese-style macro socioeconomic planning has also prompted the Western world to review whether or not the free market it has held so dear is the ultimate answer to efficient and effective distribution of resources.
China's policymakers are compiling the 13th Five-Year Plan (2016-2020) for the world's largest developing country, and the proposal on the plan was adopted at the Fifth Session of the 18th Communist Party of China (CPC) Central Committee, which ended in Beijing on Oct. 29.
The proposal highlights innovation, coordination, green growth, opening up and inclusive development as the new ideas of development in the next five years.
Photo taken on Oct. 17, 2015 shows the aerial view shrimp ponds in the suburb of Beihai city, southwest China's Guangxi Zhuang Autonomous Region. (Xinhua/Huang Xiaobang)
The five ideas, all targeting acute challenges facing China's development, reflect Chinese planners' resolve to further improve the country's socioeconomic conditions.
The five ideas also coincide with the future development emphasis of the whole world, said Guo Shengxiang, a macro-economist with the think tank Australian Institute of Innovative Finance.
As he sees it, what China will do in the next five years could offer valuable reference for other countries. And his view is widely shared among experts and scholars.
Past experiences have shown the Chinese government is very good at making mid- to long-term plans for socioeconomic development and, more importantly, following through with the implementation.
The world has witnessed China's rapid growth and the huge opportunities it has created for other countries in the past few decades. In future, a new chapter of the story of Chinese success therein is set to unfold, with significance extending beyond the border.

UK and Ghana sign prisoner exchange deal 1 hour ago From the section UK Politics

The UK has signed a deal with the West African nation of Ghana for the transfer of prisoners between the two countries.
It means citizens of one country who commit crimes in the other will serve sentences in their homeland.
International development minister Grant Shapps said removing foreign national offenders was a key priority for the British government.
There are currently 96 Ghana nationals in British jails.
Under the deal, prisoners can either apply for a transfer voluntarily or, where they are the subject of a deportation order, the transfer can take place without their consent.
Of the 96 Ghanaians behind bars in the UK, 48 would be eligible for voluntary transfers because they are serving sentences of longer than four years
Mr Shapps signed the agreement with Ghana's deputy attorney general on a visit to the country.
He said: "Removing foreign national offenders is a key priority for the British government and the agreement I have signed this morning plays an important role in supporting this from now on.
"This is an important achievement for the UK and the latest such compulsory agreement the UK has signed with another nation.
"The British government is committed to negotiating further compulsory transfer agreements wherever it can."
The prisoner transfer agreement is subject to ratification by the UK and Ghanaian Parliaments, meaning the first transfer is unlikely to take place before the end of the year.
The UK government said it would be "working closely" with Ghana's prison service to increase capacity

South Africa's Stellenbosch University aims to drop Afrikaans after protests

An elite South African university wants to drop Afrikaans as the language of instruction and teach in English.
Stellenbosch University management has taken the decision in the wake of a viral video about the challenges and racism faced by black students.
It detailed how some struggled with lessons in Afrikaans, one of the main languages spoken by the white minority.
A student movement that campaigned for change said: "The doors of learning and culture shall be opened to all."
A post on the Open Stellenbosch campaign group's Facebook page added: "The Language Policy Has Fallen", a reference to the nationwide protests last month over tuition fees that used the hashtag #feesmustfall.
It is part of a movement to "decolonise" higher education sparked earlier this year when a student emptied a bucket of excrement over the statue of British imperialist Cecil John Rhodes at the University of Cape Town's campus.
"Language should be used in a way that is oriented towards engagement with knowledge in a diverse society and to ensure equitable access to learning and teaching opportunities for all students," Stellenbosch University management said in a statement, adding that the change would take place from next year.
South Africa's top six mother tongue languages:
  • Zulu: 22.7%, Xhosa: 16%, Afrikaans: 13.5%, English: 9.6%, Setswana: 8%, Sesotho: 7.6%
  • South Africa has 11 official languages altogether
  • English is the most commonly spoken language used officially and in business
Source: SA.info/Census 2011
Since English is the common language in South Africa, all learning should be facilitated in at least English to ensure no exclusion due to language," the statement said.
The university would remain committed to the further development of Afrikaans and Xhosa as academic languages, it said.
In university residences students should use English as the common language, it added.
These recommendations will be put to the university's council at its meeting on 30 November, where correspondents say it may face fierce opposition but is likely to be passed.
The documentary that went viral was titled Luister, the Afrikaans word for Listen, and was posted on YouTube in August.
"If you don't speak Afrikaans, you don't belong here," said one interviewee

Analysis: Milton Nkosi, BBC News, Johannesburg

This has been warmly received not only by students there but by the rest of the country. Stellenbosch University has always been accused of being one of the most untransformed academic institutions in post-apartheid South Africa, and for decades was regarded as the heart of Afrikanerdom.
The town itself is the second-oldest European settlement in the Western Cape and was named after Simon van der Stel, who was a governor of the Dutch Cape Colony. White supremacists such at John Vorster, a former apartheid prime minister, studied at the university.
It was a little enclave protecting the interests of the architects of apartheid - and by extension the language of the oppressor, Afrikaans. It was exactly this use of the language which sparked the 1976 student uprisings in Soweto.
Dropping Afrikaans means that, psychologically and symbolically, the walls of apartheid are still crumbling 21 years after racial segregation was officially removed from the statute books.
Afrikaans is still spoken by millions but this move will make the many more millions who do not speak it feel welcomed in one of the best academic institutions on the African continent.

Afrikaans is spoken mainly by mixed-race, known as coloured, and white South Africans and was developed from the descendants of Dutch, German and French settlers who arrived in the 17th Century.
According to SAinfo, Afrikaans is the most commonly spoken language in the provinces of Northern Cape and Western Cape, where Stellenbosch University is based.
Wim de Villiers, the vice-chancellor of Stellenbosch University, has defended his decision to switch to English.
"Why should the University of Stellenbosch carry the responsibility to protect Afrikaans's survival? We are a forward-looking institution and our primary function is to create and transfer knowledge," he told the Afrikaans-language Netwerk 24 news website.
"In addition, the university is a national asset that strives to be inclusive. Therefore, we cannot have a situation where language restricts access to teaching and learning for certain students."

Father dies dispute over 'nail house

One of the most famous "nail houses" was a building in Chongqing, western China. The homeowner hung a banner and the national flag in protest and refused to sell to a developer who went ahead with construction around the site in 2007.

Story highlights

  • Father of two burnt alive after refusing to be evicted from his home
  • Local government says man set his home on fire; family disagrees
  • Another villager says his home was demolished without his consent
(CNN)Chinese call them dingzihu or "nail houses."
Their owners are holding out for better compensation or are unwilling to let a home filled with memories be flattened -- like a nail that refuses to be hammered down.
In desperation, frustrated road and property developers sometimes build around them -- the most striking examples make for a wry photo essay.
But Zhang Jimin's stand against the bulldozers ended in his death.
The 46-year-old farmer and father of two in Donggu village, northern Shandong province, refused to leave his home when dozens of men arrived at his doorstep to demolish his home on September 14.
What happened next is in dispute. His family say he was burnt alive by "thugs" hired by the local government. Local authorities say he set his home on fire.
Images of his charred, curled body were shared widely on Chinese social media. The family say they believe that the demolition crew brought gasoline-filled bottles, put an iron bar across his front door and set his home alight.
"You can see that his clothes are still relatively complete. If my uncle really poured gasoline over himself and set himself on fire, wouldn't all the clothes be burned off?" his nephew told CNN. He didn't want to give his name because he says officials told him not to speak to the media.
On September 16, the Pingyi county government said in a statement posted on an official social media account that a preliminary investigation had ruled out arson and said that Zhang had bought nine liters of gasoline on September 11 and 13 and he caused the fire himself.
In a more detailed statement four days later, on the same social media account, the county government said that the incident was triggered by "forced demolition" but "the fire was not set by others but ignited by his own behavior," with Zhang's DNA found on fragments of two glass bottles that were filled with gasoline.
The county government and local police didn't respond to repeated CNN calls for comment.

Forced evictions on the rise?

Land seizures, driven by soaring prices and a push for urban expansion, have been a major source of popular discontent in China, often resulting in violent stand-offs between officials and the public.
Farmers like Wang have little legal recourse when their land is earmarked for requisition, and compensation is typically slight.
All land in China is effectively controlled by the state, and local governments are allowed to claim land for development projects --urbanization is a key priority for China's leaders.
An Amnesty International 2012 report detailed 40 forced evictions by local governments, nine of which resulted in deaths.
Amnesty China Researcher William Nee says there are no official figures but indications are that cases are happening with increasing frequency.
A slowing economy and an anti-corruption drive led by President Xi Jinping have made little difference, he says. And while there are laws in place to protect farmers and villagers, activists say some local officials often skirt them.
And local governments, which have borrowed huge sums from state banks to finance stimulus projects, continue to rely on land sales to make good on payments.
"If anything, local governments are more starved for cash as the economy declines. There's a need to fill the coffers," said Nee.
Of course, not all relocated families are unhappy with their situation -- many prefer new apartments with indoor plumbing to their old homes.
"We can't universally say that it's bad but there's many instances where it doesn't go according to the law -- hired thugs are used and when people try to petition or seek address through legal means they're blocked," said Nee.
CNN contacted China's Ministry of Housing and Urban Rural Development but didn't receive any response.

Compensation

According to his nephew, Zhang had turned down compensation for his home and land. He'd been offered 58,000 yuan ($9,122) -- 60 yuan per square meter of land and 300 yuan to 600 yuan per square meter of building.
"Of course he was unwilling. The terms they offered were too low and unacceptable."
The younger Zhang said his family's own home was razed. His father signed the agreement and was given around 25,000 yuan ($3,919) in compensation.
They have bought an apartment in the new building being built on the plot they surrendered but it's not yet finished.
According to residents, about 50 houses in the village -- of about 6,000 people -- have been demolished.
Pan Jinguo, another villager, told CNN that last year he was offered 70,120 yuan ($11,040) in compensation for the demolition of the home he shared with his family of six, however he refused to sign the agreement.
As part of the deal, he was obliged to buy a new apartment in a complex being built on the site for around 210,000 yuan ($33,000.)
The agreement that farmer Pan Jinguo refused to sign
The agreement, which CNN has seen a copy of, says the goal is to improve the living standards of village residents.
On November 18, 2014, he says he received a phone call telling him that his house had been razed to the ground while nobody was home. His parents were being treated in hospital, his children were at school and his wife was at work.
"A villager called and told me. I said that was impossible because I didn't get any written notice."
"All our worldly goods, including furniture, home appliances, cash, farming tools were all buried under the rubble."
After his home was knocked down, he was offered 5,000 yuan ($787) in compensation but says he is yet to receive it.
Since the demolition, he says he and his family have had no choice but to live in buildings communally owned by the village.
"There is no official response or explanation. We're are just the disadvantaged and it's impossible for us to make trouble."
The county government and local police didn't respond to repeated CNN calls for comment on Pan's case.

Lingering questions

At the end of September, Zhang's family received 1.5 million yuan ($236,000) in compensation from the local government for "their financial and emotional loss" -- a huge amount for rural China. The local government has also offered the family 115 square meter apartment in the new complex being built at no cost.
"The kids are still young and still at school. The compensation will be used to put them through college," said Zhang Dezhi, another nephew of the late Zhang.
No more demolitions have taken place although local officials are still trying to persuade villagers to move out. Some 15 people had been detained for their role in the eviction and they are still under police investigation, according to Zhang.
The family held a simple funeral and are happy with the amount of compensation offered but say they still have many questions about the events of that day.
"We are still skeptical about the investigation results... but we have no evidence to support that someone else set the fire," said Zhang.

Air pollution soared off the charts in northeastern China over the weekend. Heavy haze could hang around until Saturday, authorities warn.

The sky is falling, and scientists are amped

Story highlights

  • A space object is expected to fall to Earth Friday, probably in the Indian Ocean
  • Observations suggest it's a spent stage from a man-made rocket
(CNN)Heads up!
A mysterious object is headed for a fiery collision with Earth on Friday, but scientists say there's nothing to fear.
Astronomers who've spotted the object streaking through space say it's too light to be a space rock. They think it's probably the abandoned upper stage from a man-made rocket finally coming home.
At a couple of meters (about 6.5 feet) in diameter, it will pose little danger to anyone on Earth, the European Space Agency says.
The bits of the object that don't burn up on entering the atmosphere should come down harmlessly about 100 km (62 miles) off the southern coast of Sri Lanka, the agency predicts.
"But the show will still be spectacular, since for a few seconds the object will become quite bright in the noon sky," the European Space Agency's Near Earth Object Coordination Centre wrote on its website.
A NASA illustration of space junk orbiting Earth.
Observers spotted the object, tagged WT1190F, on October 3, ESA said. According to the agency, they then realized it had been spotted before, in 2013, by the Catalina Sky Survey at the University of Arizona.
Now, astronomers are champing at the bit to observe the object as it approaches and enters the atmosphere.
ESA Astronomer Marco Micheli said it will provide "an ideal opportunity to test our readiness for any possible future atmospheric entry events involving an asteroid, since the components of this scenario, from discovery to impact, are all very similar."
The agency says it thinks the object is probably a spent rocket booster because analysis of its movements suggest it has a density of about 10% that of water.
"This is too low to be a natural space rock, but it is compatible with being a hollow shell, such as the spent upper stage of a rocket," the ESA said.
If it turns out to be man-made space debris, it would be "a lost piece of space history that's come back to haunt us," said Harvard-Smithsonian Center for Astrophysics astrophysicist Jonathan McDowell said in the science journal Nature.
That harkens back to the reentry of the Skylab space station, an event that became a media sensation back in 1979. Parts of the station survived the trip and showered Australia with debris.
Now that scientists know WT1190F is coming, they're organizing a worldwide campaign to observe its approach and impact.
Scientists have long been alarmed by the prospect that a previously unknown asteroid could suddenly pop into view on a collision course with earth.
In fact, the encounter comes just a few weeks after a newly spotted asteroid, traveling 78,000 miles an hour, is expected to zip past Earth this Friday and Saturday at a distance of about 300,000 miles.
Dubbed the Halloween asteroid, that rock is some 15-30 times the size of an asteroid that exploded in the sky over Chelyabinsk, Russia in 2013, causing widespread damage and injuries.
Astronomers found the Halloween asteroid only in early October, and they were caught entirely by surprise by the Chelyabinsk rock.
As for this new object, the inevitable conspiracy theories have already popped up surrounding its name, whose "WTF" letters recall a common if profane acronym, and its projected date of impact: Friday, November 13. Some of the more suspicious among us believe space agencies are in the business of concealing alien life and claim the object is really an alien craft, or something else sinister.
"First things first before anybody shouts, this could very well be space junk, BUT the big question is, well we ever know??," the website UFO International Project wrote. "Unless we have millions of pounds worth of deep-sea investigating equipment it is extremely unlikely we will ever discover what this UFO called 'WTF' actually is!

Aung San Suu Kyi's NLD wins historic majority in Myanmar election

Aung San Suu Kyi wins seat as NLD's margins widen 01:11

Story highlights

  • Historic vote was seen as a test of the powerful military's acceptance of democracy
  • Her party's win comes on the fifth anniversary of her release from house arrest
(CNN)Nobel laureate Aung San Suu Kyi's party won a historic majority in Myanmar's parliament, marking the nation's rejection of decades of military rule.
While the results haven't been officially certified, the win by the National League for Democracy means it will choose the country's next President.
The announcement, made by the election commission Friday, comes on the fifth anniversary of Suu Kyi's release from house arrest, where the 70-year-old had been for the better part of 20 years.
Sunday's elections were the first freely held in the nation in 25 years. Suu Kyi herself was reelected to her seat in the Kawhmu constituency in Yangon.

Barred from the top spot

Despite her party's win, the leader of Myanmar's long-fought democracy movement can't become President.
Why Myanmar is such a dramatic story

Why Myanmar is such a dramatic story 03:47
A change in Myanmar's constitution, drafted by the military, prevents anyone with foreign family members from becoming the nation's leader.
Suu Kyi's late husband was British. Her children hold British passports.
Still, she's pushing forward.
She said last week she would be "above the President" if her party won the parliamentary election.
But complicating any efforts to change the rules in the future, the military also has an effective veto over any proposed constitutional changes.

'Jihadi John' killed in airstrike?

Story highlights

  • U.S. forces targeted "Jihadi John" in an airstrike in Raqqa, Syria, the Pentagon announced Thursday night
  • It was not immediately clear whether the strike was successful
Washington (CNN)[Breaking news update 5:35 a.m. ET]
The British Prime Minister David Cameron called the air strike an "act of self defense" and said "It was the right thing to do."
"If this strike was successful and we're still awaiting confirmation of that, it will be a strike at the heart of ISIS," Cameron said.

"Jihadi John," the jeering, sadistic masked mouthpiece of ISIS, may have been killed in a coalition airstrike in Raqqa, Syria.
While the Pentagon, in announcing the strike Thursday night, wouldn't definitely say Mohammed Emwazi was dead, U.S. officials said authorities are confident he was.
This was a mission of "persistent surveillance," a senior U.S. official said, adding that authorities knew it was Emwazi when they took the shot.
Another U.S. official told CNN that Emwazi was in a vehicle at the time of the strike, which was launched from a drone.

A most wanted man

Emwazi, a British citizen, was a most wanted man.
As the masked face of ISIS, he appeared in a series of brutal execution videos, dressed head-to-toe in black and holding a knife.
He took part in the murders of U.S. journalists Steven Sotloff and James Foley, U.S. aid worker Abdul-Rahman Kassig, British aid workers David Haines and Alan Henning, Japanese journalist Kenji Goto, and a number of other hostages, the Pentagon said.
The Ramadhan Foundation, a Muslim organization in the UK, said Emwazi was the manifestation of the evil.
"The killing of Mohammed Emwaz in Syria is a significant moment in the fight to get justice for David Haines, Alan Henning and all the victims of this evil man," said Mohammed Shafiq, the group's executive director.

The strike

The strike appeared to have taken place Friday in Syria (Thursday night in the U.S.).
Syrian activists in Raqqa reported that four ISIS foreign fighters, including a leader with British nationality, were killed by coalition airstrike, the Syrian Observatory for Human Rights said.
British Prime Minister David Cameron was aware of the airstrike, and notified families whose kin was executed by Emwazi.
"Britain has been working hand in glove with America over the 'Jihadi John' drone strike, to defeat (ISIS), and to hunt down those murdering hostages," Cameron's office said. "The Prime Minister has said before that tracking down these brutal murderers was a top priority."

A frequent video presence

Emwazi, who speaks English and is believed to be born in Kuwait, was frequently seen in hooded hostage videos carrying out violent beheadings.
For periods at a time this year, Emwazi was not seen in hostage videos, though U.S. officials told CNN in July that they had learned that he was alive and hiding near Raqqa.
Analysts describe him as grotesque and fond of sadistic torture techniques, with one former hostage recounting last month how his captor made him dance the tango with him.
Friends of Emwazi said they believed he started down the road to radicalization when he traveled to the east African nation of Tanzania in 2009, the Washington Post reported this year.
He was supposed to be going on safari but he was reportedly detained on arrival, held overnight and then deported. He was also detained by counterterrorism officials in Britain in 2010, the Post said.
Authorities have not disclosed the reasons for those reported detentions.
The Washington Post's report includes emails Emwazi purportedly wrote after British counterterrorism officials detained him and stopped him from flying to Kuwait.
"I had a job waiting for me and marriage to get started," he wrote in a June 2010 email to Qureshi, the Post reported.
But now "I feel like a prisoner, only not in a cage, in London. A person imprisoned & controlled by security service men, stopping me from living my new life in my birthplace & country, Kuwait," the email said.
Some terrorism experts said he was on a path toward extremism years before that incident.

REVEALED: Victor Valdes' latest humiliation as January exit looms

The Spanish goalkeeper's spell at Manchester United has hit a new low with the threat of disciplinary measures if he mingles with his former first-team colleagues

GOALBy 18wallstreet
Victor Valdes' Manchester United nightmare has reached a new nadir, with Louis van Gaal threatening to fine the Spanish goalkeeper if he arrives at the club's Carrington training base before the first team have left.

Valdes has not played for the club since falling out with the manager in the summer, with the Dutchman forcing the 33-year-old to train with apprentices after claiming he had refused to play in the Under-21 side during the closing stages of the 2014-15 season.

But while Valdes has diligently continued to work as asked by Van Gaal there has been no olive branch offered, and he has now been warned to stay away from the Aon Training Complex when the first-team squad is still on site. A breach of this new directive will result in Valdes receiving a fine.

Such a move means he is now excluded from any interaction with his former first-team colleagues on the club's premises.

The 2010 World Cup winner has been the subject of much transfer speculation since Van Gaal said he was no longer wanted at Old Trafford, yet even the promise that United would not demand a fee for him has not helped to move the situation on.

Valdes arrived at the club on a free transfer in January 2015 having recovered from the cruciate ligament injury which brought an early end to his Barcelona career, but has played only 106 minutes of senior football since then.

The Spaniard has been linked with moves to Newcastle and Liverpool since being ostracised by Van Gaal, but has remained vocal on social media about his desire to keep his head down and follow orders at United throughout his time in exile.
